About Department of Employment Haryana

The department administers the Employment Exchanges (Compulsory Notification of Vacancies) Act, 1959, which is a Central statute and the Rules framed thereunder. At present, 61 employment exchanges are functioning in the State, out of which there is 1 State Employment Exchange Haryana at Chandigarh, 6 Divisional Employment Exchanges, 25 District/Town Employment Exchanges, 24 Rural Employment Exchanges, 1 Scheduled Caste (SC) Cell at State Employment Exchange Chandigarh, 1 Physically Handicapped (PH) Cell at State Employment Exchange, Chandigarh and 3 University Employment Information and Guidance Bureaux.

The Employment Exchanges perform mainly three types of functions viz. Registration of applicants and their placement, providing vocational guidance to job seekers and collect employment market information data from establishments in the organized sector. The Employment Exchanges are rendering free services to employers as well as to job seekers.

REGISTRATION OF JOB SEEKERS: Any person who is a job seeker can get his/ her name registered in the Employment Exchanges under whose jurisdiction he/ she usually resides. [Read more]

SUBMISSION OF NAMES OF APPLICANTS: As per the vacancies notified by various employers, the Employment Exchange submits the list of job seekers who match the requirements of the employer. [Read more]

VOCATIONAL/ CAREER GUIDANCE: Employment Exchanges also provide Vocational Guidance /Career Information to the applicants. The department has set up a network of 22 vocational guidance units at District/Town Employment Exchanges and 3 in Universities to provide Educational & Vocational Guidance to youths. These units disseminate occupational and other relevant information to the applicants through Group Guidance, Career Talks, Career Weeks, Individual Information and Individual Counseling. Employment Information Centre have been set up in 233 Villages throughout Haryana till date where latest information about training facilities and job opportunities are regularly display for the benefit of unemployed youth. UNEMPLOYMENT ALLOWANCE SCHEME: The department is running a "Unemployment Allowance for the Educated Unemployed Scheme 2005". The rates of unemployment allowance is Rs. 300/- p.m. in case of qualification 10+2 or equivalent (with minimum 2 years certificate/diploma course after Matric) and Rs. 500/- p.m. to Graduates or diploma holders (with minimum 3 years after 10+2) and above from any Board/ University recognised by Haryana Government. The unemployment allowance is being disbursed on quarterly basis through the designated banks. SELF EMPLOYMENT: To promote self-employment, the employment officers are guiding the applicants regarding self employment schemes being operated by various Government departments/Boards/Corporations of Haryana State and the applicants who are so willing for self employment are registered separately and their names are being sponsored to various agencies for the grant of loan.

OVERSEAS EMPLOYMENT BUREAU: In order to cater to the growing demands for skilled and unskilled labour, technicians, professionals, engineers, executives and doctors in foreign countries especially in the middle-east, the Government is shortly setting up an Overseas Placement Bureau in the Department of Employment. PRIVATE PLACEMENT SERVICES: With the shrinking of job avenues in the Government department and the department having no significant role in the matter of Government recruitment, private placement services are proposed to be made available in four major industrial town i.e. Gurgaon, Faridabad, Sonepat and Yamuna Nagar on the pattern of Private Placement Agencies.
